SEA PULI at Batam under instruction from McDermott Indonesia for Kepodang Project Offshore Support Vessel.

with reference to their order message through our email inbox, that the Suitability Condition Survey Kapal TB. SEA PULI at Batam was conduct a couple month ago, our marine surveyor Indonesia did was attend on board the TB. “SEA PULI” whilst the vessels lying afloat and safely moored at PT. Bumi Laut Perkasa (BLP) Shipyard, Tanjung Uncang - Batam Indonesia, in order to conduct a “ SUITABILITY CONDITION SURVEY”.
Based on our inspection, TB. SEA PULI is Habour Tug of all steel welded construction with Two (2) units of WARTSILLA 8FHD 240G Diesel Engine 1260 kW each at 900 rpm. She was built on 1992 under classification of Lloyd Register (LR) regulation and registered in Jakarta.
the Condition of External port and starboard shell plating of the tug boat above the waterline was found old coated with stain rust at various place, but generally in satisfactory condition.Propulsion system, main engine, auxiliary engine and other machineries including panel control were reportedly in operating order.
The deck machineries such as anchor winch reportedly in working order. Towing hook and towing equipment such as, towing hook, shackle and towing ropewere found in fair condition.
Navigation and communication equipment such as GPS, marine VHF radio, compass, Echo Sounder and another navigations equipments, indicators and instrument panel control were found in good operating order.
The safety equipment available on board such as life buoy, life raft, life jackets and fire fighting appliances are in good operating order.
Engine room, machineries space and steering gear compartment appeared well maintained and noted to be in fair condition.
Generally the vessel’s free-board was noted to be structurally in sound condition.
Around the vessel’s hull and beside constructed with half steel pipe fender provided with removable tire fenders.
Each tire fender was connected by steel chain and fixed to the welded pad eyes at shell plate, the condition were noted in good condition.
The main deck and forecastle deck structure including bulwark were found in good condition.
External deck house or super structure including rails, ladder, windows and deck structure found in good condition, exhaust funnel and ventilation were found in good condition as well.
The top wheelhouse (monkey island) including mast light, rails and ladder were found in good condition. Wheelhouse including console and desk was found in good condition.
The interior accommodation, cabins, galley, store, toilet including staircase generally appear in fair condition.

GENERAL DESCRIPTION
TB. SEA PULI
§ The TB. “SEA PULI” is a tug boat vessel of steel-welded construction, registered in Jakarta with L.R. classification.
§ The superstructure is located at forward, comprises of wheel house, and accommodation room.
§ The tugboat was powered by 2 (two) units of WARTSILLA Diesel Engine
§ The tugboat was also provided with additional side tyre fender around the vessel and one unit of towing hook at aft deck.
§ TB. SEA PULI was equipped with 2 sets of AQUA MASTER for maneuvering.
§ Last static bollard pull test (Main engine) AHEAD conducted sustained bollard pull was 35 ton, maximum 36 tons conducted at June 2012 by BV surveyor.
§ Last static bollard pull test (Main Engine) ASTERN conducted sustained bollard pull 30 ton, maximum static 32.4 tons conducted in Batam at June 2012 by BV surveyor.
§ Towing line breaking load unknown with rating pull 2 t/20m/minute

§ Based on the master’s verbal statement, the trading area of the vessel was reportedly Indonesian water.
§ All original and some of copy of the vessel certificates and document were on available on board and valid. except latest hull & machinery survey report,
§ General Arrangement, Safety Plan, Loading Manual & Stability Booklet were available on board.

Shell Plating – TB SEA PULI
§ External port and starboard shell plating above the waterline was found old coated with stain rust at various place. Generally in satisfactory condition.
§ The fore part and bow section were found coated and in satisfactory condition.
§ The aft deck was found coated and satisfactory.
§ Internal shell plate in steering gear room aft starboard side was found sign of rust stain/water penetrate at 5 points.
§ Internal condition of forepeak tank was found coated, fuel fumes and fuel stains (apparently used as fuel oil tank)
§ Internal condition of void space in accommodation space was found dry and apparently post repaired (changed plates) and not fully coated.
§ The continuous deck edge below the port and starboard bulwark were found coated and satisfactory.
§ Starboard hull plate about 30-50 cm from water line was found pushed in
§ Windlass foundation (bed plating) was found coated and satisfactory.
§ Port and starboard anchor with chain cables were apparently in order and satisfactory, except the stopper pin was improper condition.
§ The vessel name’s port of registry, plimsoll mark and draft mark were properly marked and clean.
Superstructure
§ The superstructure is located at forward, comprises of wheel house, accommodation room, galley and toilet.
§ The wheel house provided with fan was found clean.
§ The alleyways and stairways were found satisfactory and free from obstruction.
§ The Master and Chief Engineer’s cabin are designed for a person capacity each, single berth and fully air conditioned.
§ The other crew cabins are located at lower deck with total capacity for 8 persons of double berth and fully air conditioned.
§ The portside and starboard watertight doors seal were found satisfactory and in order.
§ The wheel house, accommodation room was found satisfactory, clean and maintained.
§ The toilet was found in clean condition.
§ The lightings were found surround the vessel but some was found without safety covers.
§ The galley was provided with stove gas, 2 (two) units refrigerator, fire blanket and exhaust fan. All was found in working order.
Main Deck – TB Sea Puli
§ Main deck plating fore/aft/port/starboard was found coated and maintained.
§ Air pipes, sounding pipes and manhole were found satisfactory and marked properly.
§ The bulwark around the deck about 110 cm height was found satisfactory and maintained.
§ Fore and aft bollards were found in satisfactory condition and maintained.
§ The anchor/mooring winch at fore was found in order and in satisfactory condition.
§ Two (2) anchors including the chain were found in satisfactory condition.
§ The towing hook capacity of 50 ton but without marked at place was found in satisfactory condition but the safety release mechanism was out of order.
§ All Fire hydrant valves were found in order.
§ All fire hose boxes were found complete with hoses and nozzles.
§ One (1) roll towing rope about 220 m with circ 12 inch was found in 60 % condition.
§ Two (2) towing bridle of 1 inch condition 40 %
§ Two (2) shackle of 2 inch capacity of 25 tons were stowed at deck locker in satisfactory condition with green color.
§ Towing winch of 80 Ton capacity was found apparently in working order
§ Towing arm was found in satisfactory condition.
§ Mooring ropes at fore and aft were found in satisfactory condition.
Fire Fighting Equipment and Life Saving Appliances – TB Sea Puli
§ On deck / accommodation / galley portable fire extinguishers were found with 2.3 kg of CO2 (1 bottle), foam chemical 9.0 kg (2 bottle), chemical foam fire extinguisher of 14 kg (1 bottle) and dry powder fire extinguisher of 4.5 kg (1 bottle) were found satisfactory with date of next service on July 17, 2014
§ In engine room and control room was provided with Dry powder fire extinguisher cap. 6 liters (1 bottle), foam fire extinguisher cap 45 kg (1 bottle), CO2 cap. 6 kg (1 bottle) and foam fire extinguisher cap. 9 liters (2 bottles). All fire extinguishers were found in satisfactory condition and next service in July 17, 2014.
§ Twelve (12) rocket parachute flares, 4 (four) red hand flares and 6 (six), two (2) line throwing apparatus IKAROS was expired on October 21, 2013. The smoke signals were not found on board.
§ Eight (8) lifebuoys were found on board with self igniting light and safety line.
§ Ten (10) life jackets with whistle were found satisfactory with igniting light.
§ Two (2) units life raft, Maker:; Type: KHA-10 with Capacity of 10 persons. Next inspection on August 2013.
§ The life raft capsule was secured with hydrostatic release unit (HRU) with expiry date in August 2015
§ The fire hose boxes at main deck were found complete with the fire hoses and nozzles.
§ The crews were provided with personal protective equipment such as safety shoes, helmets and hand gloves and safety belt type single.
Main Propulsion, Auxiliary Machineries and Deck machineries
§ The vessel was powered by 2 (two) units of WARTSILLA type 8FHD 240G with power 1260 kW @ rpm 900, apparently in working order.
§ Two (2) units auxiliary Diesel engine of YANMAR 6 HAL TN, 130 kW @ rpm 1500. The auxiliary engine were found in order and maintained.
§ One (1) emergency diesel engine of YANMAR 4 CHL-N capacity 24 kW apparently in working order.
§ Steering system AQUAMASTER RAUMA /US 1401/2700 torque unknown. With blade FPP diameter 2000 mm, mounted with propeller Blade cover/Kort Nozzle. We found port side steering gear oil cooler sea water pipe side was leak and temporary banded with by cycle rubber.
§ Starboard AQUAMASTER hydraulic oil pressure gauge was found out of order.
§ Oily water separator, TAIKO KIKAI / UST 10, capacity: 1.0 m3/ hours was found in order
§ Engine room pipe system were found painted and in satisfactory condition.
§ Main air compressor 2 sets of YANMAR and emergency air compressor also fitted on board and in working order.
§ F.O transfer pump, Ballast pump, sea water pump and domestic fresh water pump were found on board and found in working order.
§ Two (2) units GS pump, Siemens with output 3.4 KW, 5 hp, 3460 rpm was found in order.
§ The main switchboard was found in order with insulation floor mat.
§ Mechanical ventilation from engine room (blower) provided.
§ All lightings in engine room were satisfactory and provided with safely covers.
§ Emergency stop push buttons for Main Engines at bridge were available and tested regularly by ship’s crew.
§ Engine room plating was found in clean condition but some of plates were not properly secured.
§ The steering gear was found in order and steering room was in clean condition.
§ Engine room bilges were found with mixture oil and water.
§ Engine room bilge level alarm was found malfunctioning.
§ Sewage system not fitted.
§ Anchor windlass of PLIMSOLL ROBERTSON GDG 19 was not tested but apparently in working order.
§ Anchor stockless type with weight of 480 kg each was fitted at port & starboard.
§ Anchor chain diameter 19 mm grade U2 length 275 meter was found on board.
§ Towing winch of PLIMSOLL ROBERTSON, rated pulling 5 ton/20m/minute was not tested but apparently in working order.
§ Hydraulic power unit for towing winch and windlass was made by PLIMSOLL ROBERTSON were not tested apparently in working order and no oil leakage observed.
§ Towing hook made of MAMPEY with SWL 50 ton was found but automatic release mechanism was out of order.
Recommendation for defect list condition as follow;
§ Certificate of cargo ship safety equipment, safety construction, safety radio was found expired on November 2nd, 2013
§ Line throwing apparatus, parachute signal, hand flares expired on October 21,2013
§ Latest hull & machineries survey report was not found on board.
§ GMDSS RADIO was not available.
§ Inspection fixed firefighting equipment, international sewage pollution prevention, certificate of financial responsibility for oil pollution, certificate of employer liability for insurance, safety management certificate, document of compliance and continues synopsis record were not found on board.

Based on our finding at the our present of our attending on board the vessel for Suitability Condition Survey Kapal TB. SEA PULI at Batam we are of the opinion that TB. SEA PULI is not suitable. (Related to her purpose of the main engine power, towing equipment, towing capacity, safety equipment and ships certificates)
